According to dim773225 from 4pda there is also an official stock firmware for the x96mini based on android 9.0:

Skipping 8.1, after all this, v3 was a waste of time.

I am currently using x96 mini s905w Android 9. I must say although there are no tweaks on build.prop the quality of sound and picture are far superior to any previous version, YouTube is flawless picture and sound quality is higher than any other , I have tested dozens of stock and unofficial firmwares. I can say that I am satisfied. For those who want to try it, UFT will give an error at 2%, you must untick the section "Erase bootloader" and everything will work out.

We're going to release ATV 9 too.
With extra added features, I'll try my best.
ATV 8+ gives bootloop with modified framework so I'll have to try some new things.
